NEC Korea Overseas Absentee Application

Persons whose domestic residence registrations are made or who have reported domestic residence as Koreans should file an “Overseas Absentee Application.”

Overseas Koreans who have reported domestic residence as Koreans are included on the Domestic Voters List and can vote in South Korea (NEC) without undergoing additional application processes.

Application Process of Overseas Absentee

For Overseas Absentees, you should submit the ‘Overseas Absentee’ application for every Presidential election and National Assembly election(for proportional representatives, district representatives) after the expiration of the term of office.

** Registration period : from the 150th to 60th day prior to the election
** Absentees should report to the head of Gu/Si/Gun during the period, if you stay in Korea.
** If you are abroad, you should submit the application to the head of Gu/Si/Gun via overseas diplomatic missions.

The head of Si/Gun/Gu posts the Overseas Absentees List for five days from the 39th day prior to the election and accepts objections to the list during the same time period.
The Overseas Absentees List is finalized on the 30th day prior to the election and takes effect on the day of the election.

How To File An Overseas Absentee Application?

During the overseas absentee application period

Persons who reside in Korea who should file an Overseas Absentee Application:
** Submit the Overseas Absentee Application to the head of Si/Gun/Gu.
** In person

** By mail or email
** By hompage

Persons who will temporarily stay or reside abroad and should file an Overseas Absentee Application:
** Submit the Overseas Absentee Application to an overseas diplomatic mission (overseas returning officer)

The Overseas Absentees List is created, posted and finalized by the head of Si/Gun/Gu. The Overseas Absentees List is accessible on the homepages of the Ministry of Public Administration and Security and overseas diplomatic missions. Copies of the Overseas Absentees List are sent to Si/Gun/Gu election commissions.
