Hong Kong Voter’s Particulars Change

Improving Electoral System (Consolidated Amendments) Ordinance 2021 has been published in the Gazette and comes into effect on 31 May 2021, in which there are major changes to the composition of the Election Committee, Election Committee subsectors and Legislative Council functional constituencies.

To allow individuals and bodies whose eligibilities are affected and those who are newly eligible to handle their voter registration matters, the 2021 special voter registration arrangements will start on 1 June 2021 and end on 5 July 2021.

How To Apply For Change of Voter’s Particulars?

Geographical Constituency Electors:
New Registration as an Elector / Change of Particulars for a Registered Elector, If you are not an elector and you wish to apply for voter registration as a geographical constituency elector, or you are a registered elector and you wish to report change of particulars (e.g. residential address), you may complete the “Application for New Registration / Report on Change of Particulars by an Elector in a Geographical Constituency” (REO-GC)

Functional Constituencies Electors:
New Registration as an Elector / Change of registration particulars of functional constituency for a Registered Elector, If you wish to apply for new registration in any Functional Constituency or change the registration particulars, you may complete the “Functional Constituency Elector (Individual) Application for New Registration / Report on Change of Particulars” (REO-FC(I))

Election Committee Subsector Voters:
New Registration as a Voter / Change of registration particulars of Election Committee subsector for a Registered Voter, If you wish to apply for new registration in any Election Committee subsector or change the registration particulars, you may complete the ” Election Committee Subsector Voter (Individual) Application for New Registration / Report on Change of Particulars ” (REO-SS(I))

Guidance Notes

(1) This application form is for new registration as an elector in a geographical constituency or a registered elector reporting change in particulars.

(2) Starting from the 2022 voter registration cycle, the final register of electors will be published annually in September. The statutory deadline for new registration application and report on change of particulars in a geographical constituency is 2 June of each year.
You may check your latest registration particulars through Online Voter Information Enquiry System (www.voterinfo.gov.hk) or calling the Registration and Electoral Office’s Enquiry Hotline (2891 1001). Electors have the responsibility to update their registration particulars with the Registration and Electoral Office as soon as possible if the particulars like residential address have changed.

(3) The above deadline refers to the date on which an application form is to be received by the Registration and Electoral Office. Application forms which are received by this Office later than the above deadline will be processed when this Office compiles the register of electors for the following year.

(4) If you have not received any reply from the Registration and Electoral Office 14 days after submission of this application form, you may call the Enquiry Hotline 2891 1001 to check the progress of your application.

(5) Generally, you are eligible to be registered as an elector in a geographical constituency if:
(a) you are a permanent resident of the Hong Kong Special Administrative Region as defined by the Hong Kong Special Administrative Region Passports Ordinance (Cap.539); and

(b) you ordinarily reside in Hong Kong; and

(c) you have reached 18 years of age or will reach 18 years of age on or before 25 September next following your application for registration; and

(d) you hold an identity document, e.g. a Hong Kong permanent identity card; and

(e) you are not subject to any disqualification from registration (Note 6). For enquiries on permanent resident status, please call the Immigration Department hotline: 2824 6111.

(6) Generally, persons who are disqualified from registration include persons who:
(a) are found under the Mental Health Ordinance (Cap. 136) to be incapable, by reason of mental incapacity, of managing and administering their property and affairs;
(b) are members of any armed forces.

(7) Address Proof:
(a) When submitting the following application, proof of principal residential address issued within the last three months must be attached with the application form:
(i) change of registered address by a registered elector in a geographical constituency; and
(ii) from 1 May 2022 onwards, application for new registration as an elector in a geographical constituency.

(b) The Electoral Registration Officer will allocate you to the Legislative Council geographical constituency and the District Council constituency to which you belong to according to your residential address which should be your only or principal residence in Hong Kong, i.e. a dwelling-place in Hong Kong at which you reside and which constitutes your sole or main home. The residential address will be provided to the candidates of the constituencies concerned for the purpose of sending election advertisements.

(c) Please notify the Electoral Registration Officer by completing this application form and attaching your address proof issued within the last three months for any subsequent change of residential address as this might entail a consequential change of the constituency to which you belong.
