Municipal By-Elections :

Wards to be contested in municipal by-elections on 30 November 2016
Municipal ward by-elections will take place in two wards in KwaZulu-Natal on Wednesday 30 November 2016.

By-elections will be held in the following wards/voting districts:
Ward 31 in KZN282 – uMhlathuze with 4 387 registered voters which became vacant as a result of the resignation of the councillor.

Registration and voting will take place at the following stations:

Ward 32 in KZN282 – uMhlathuze with 6 344 registered voters which became vacant as a result of the resignation of the councillor.
Registration and voting will take place at the following stations:

** In terms of the Constitutional Court ruling of 14 June 2016, the Electoral Commission is required to implement Section 16 (3) of the Electoral Act, which requires that voters’ rolls should contain the address of voters “where available”, for all by-elections following the 2016 Municipal Elections.
** The Electoral Commission will therefore be urging registered voters to ensure their addresses are available and up to date in the coming week via SMS and outreach activities in the affected wards.
** All voting stations in these wards will be open this weekend Saturday 8 October and Sunday 9 October from 08h00 to 17h00 to allow voters the opportunity to verify and update their registration and address details.
** Voters may also check and update their details at their local IEC office during office hours.
** Special voting at voting stations as well as home visits will take place on 29 November 2016 between 08h00 and 17h00.
** Voters interested in casting a special vote can apply at their local IEC office during office hours from 14 to 18 November 2016.

** Election timetable for all municipal by-elections called on or before 7 October 2016 to be held on 30 November 2016

The cut-off dates for the various electoral processes for these by-elections are as follows:
28 October: Notice calling the by-election on or before, and opening of nomination of candidates
3 November: Certification of the voters’ roll
4 November: Cut-off date and time for submission of nomination of candidates
8 November: Notify party/independent nominator of non-compliance of outstanding candidate documents
11 November: Cut-off date and time for party/independent to submit outstanding ward candidate documents
11 November: Notices: List of and particulars pertaining to voting stations and mobile voting stations
14 November: Compilation and certification of lists of candidates contesting a ward
14 November: Issue certificates to candidates
14 November: Opening of applications for special votes
18 November: Closing of applications for special votes
29 November: Special votes at voting stations and special vote home visits (08h00 to 17h00)
30 November: By-election (Voting takes place at voting stations between 07h00 and 21h00)

Wards to be contested in Municipal By-Elections on 9 November 2016 :
** Municipal ward by-elections will take place in the Eastern Cape, KwaZulu-Natal, Limpopo, Northern Cape, Mpumalanga and Western Cape on Wednesday 9 November 2016.
** A total of 15 wards will be contested covering 80 voting districts currently containing 93 145 registered voters.

** Special voting at voting stations as well as home visits will take place on 8 November 2016 between 08h00 and 17h00.
** Voters interested in casting a special vote can apply at their local IEC office during office hours from 24 to 28 October 2016.

24 October: Issue certificates to candidates
24 October: Opening of applications for special votes
28 October: Closing of applications for special votes
8 November: Special votes at voting stations and special vote home visits, 8h00 to 17h00
