COMELEC CEF1 B Application for Transfer

Application for Transfer / Transfer With Reactivation, which serves two (2) purposes for voters who have moved to a new address:
** Those with active registration; and
** Those whose records have been deactivated;

Registration Centers

By law, the registration centers are the local COMELEC offices or the Offices of the Election Officer (OEO). There is one in every district, city or municipality. Most of the time, it is located at or near the city or municipal hall.

Location of the Local COMELEC Office :
If you do not know where your local COMELEC office is specifically located, you may view our Field Offices Directory for information.

For most of the cities and municipalities in the rural areas, where addresses are not as specifically indicated as those in the cities or those in urban areas, only a general description of the location of the OEO is indicated.

For further inquiries related to satellite registration, you may inquire with the following offices :
** your local government unit (LGU);
** the concerned provincial COMELEC office which has jurisdiction over your city/municipality; and
** the concerned regional COMELEC office which has jurisdiction over your city/municipality and province.

Express Lanes :
An express lane shall be provided at the OEO for the exclusive use of the PWDs, senior citizens and heavily pregnant applicants for registration purposes. This is pursuant to Section 3 of COMELEC Resolution No. 9853.

Satellite Registration Offices

Pursuant to Section 5 of COMELEC Resolution No. 9853, every barangay shall have at least one (1) satellite registration office, subject to certain condition.

Any interested party may request for the conduct of satellite registration, which shall be conducted in barangay halls, public/private schools, commercial establishments and other public places within the city/municipality to ensure wider voter participation.

To confirm the conduct and schedule of satellite registration in your area, you may inquire with the following offices :
** your local COMELEC office;
** the concerned provincial COMELEC office which has jurisdiction over your city/municipality;
** the concerned regional COMELEC office which has jurisdiction over your city/municipality and province; and
** the Election and Barangay Affairs Department (EBAD) of the COMELEC main office.

Detainee Satellite Registration

Detainees are also entitled to satellite registration in detention centers/jails in accordance with certain guidelines. This is pursuant to Section 6 of COMELEC Resolution No. 9853.

For further inquiries related to detainee satellite registration, you may inquire with the following offices :
** your local COMELEC office;
** the concerned provincial COMELEC office which has jurisdiction over your city/municipality;
** the concerned regional COMELEC office which has jurisdiction over your city/municipality and province;
** the Election and Barangay Affairs Department (EBAD) of the COMELEC main office; and
** the Committee on Detainee Voting in the COMELEC main office.

Satellite Registration for Persons with Disabilities (PWDs) and Indigenous Cultural Communities (ICCs) or Indigenous Peoples’ (IPs)

There shall also be satellite registration in areas where there are PWD and ICC/IP registrants. This shall be conducted pursuant to Section 7 of COMELEC Resolution No. 9853. Coordination shall be done by the local COMELEC office with the concerned non-government organization (NGO) network empowering PWDs and the National Commission on Indigenous Peoples (NCIP) or its affiliate organization/s existing in their locality.

  • I am a resident of Katipunan, M'lang, Cotabato. I was convinced by the residents of the said Barangay to run as Barangay Chairman of Barangay Katipunan, M'lang, Cotabato but my plan denied because according to the Local COMELEC Election Officer of our town there is no transfer of registration this time. I believed that this violate my right of suffrage. May I know from your good office the recent issuance of memorandum to this effect? Please reply immediately. Thanks.
