I am a resident of Katipunan, M’lang, Cotabato. I was convinced by the residents of the said Barangay to run as Barangay Chairman of Barangay Katipunan, M’lang, Cotabato but my plan denied because according to the Local COMELEC Election Officer of our town there is no transfer of registration this time. I believed that this violate my right of suffrage. May I know from your good office the recent issuance of memorandum to this effect? Please reply immediately. Thanks.
